RENFREW COMMUNITY COUNCIL

Tuesday 11 November 2025

Trinity High School, Renfrew

 

MINUTES

 

CC Attendees:  Callum Reid, Jan Bunch, Maureen Kerrigan, Michael Shearer, Gary McGuire, Ron Fraser, Ian Cunningham, Tracy Lundie, Helen McIntyre, Gavin Reynolds

 

Present: Cllr Lisa Marie Hughes, Cllr Jamie McGuire, Daniel Taggart, Andrea McCullough, Jodie Pope, Kevin Milliken

1.     Welcome from Callum Reid to all Councillors and visitors

 

2.      Minutes of Last Meeting held on 2 September 2025

Follow up items from last meeting

Men’s Shed was approached to provide a bench locally to commemorate Harry Birrell – this was not supported due to financial costs by Renfrewshire Council.  Agreed that Men’s Shed would make an offer to make a bench for Harry’s family to use in their garden.

Jane to follow up need to report the moss and foliage currently on the Town Hall.

            Secretary update – work now carried out to clean Town Hall, CC reported to One Ren and Cllr McGuire actioned too

 

Minutes were approved – Ron proposed and Ian seconded

 

3.      Police Report received and circulated to Community Councillors

Cllr Paterson sent a monthly report, circulated to Community Councillors

Cllr McGuire made himself available throughout the meeting for questions.

Note to Secretary to always acknowledge and thank any reports sent to CC

 

4.     Secretary Report

a.     Data Protection – Community Councillors have agreed to share their contact details amongst themselves.  At no time must personal data be shared out with the group.  Minutes can be published to the public but must not include any personal information.

Legal requirement to register Community Council with Information

ACTION  Jane to follow up with registration

 

Secretary update, ICO registered and direct debit set up

 

b.     Dates of Meetings - Agreed that Trinity High School should be used as a base for monthly meetings as the cost is reasonable.  Would be good to extend into community and this can be done as a Special Meeting when necessary in different venues.

 

Meetings will be first Tuesday of the month.  Group approached about holding a January meeting (not previously done) and this was agreed.

Possibly consider summer meetings if necessary.  Note: Trinity High School is not available July/ August

Possibility of considering inviting other groups in Renfrew to our meetings to raise the profile of the Community Council in the town.

Andrea mentioned a suggestion box in town would be useful.

 

Meetings 2026 will be held on: 6 January, 3 February, 3 March, 7 April, 5 May, 2 June, 1 September.

 

Secretary update – Trinity High School booked till June 2026.  No availability at school during July/August

 

c) Social Media – Discussion on updating website, is there a possibility of our domain name being changed to the Org. group that was previously assigned, understand this is possible but we would need to buy the name.  Publishing of the Minutes on Website to be encouraged.

 

 

5.      AOCB

1.     Discussion about the management of Defibrillator. 

Callum to send out list of all defibrillators available in the town and to check if it is registered with correct authority.

Jan requested we keep our defibrillator funds in bank account and use for training, agreed we will do this and need funds for updating equipment.

Jane to check if the current defibrillator needs to be attached to a power source.

Chair update – Defibrillator checked, logged with British Heart Foundation, pads have been renewed, no electricity supply required as light heater is active.  BHF member to monitor ongoing

 

2.      Other funding – Festive light fund in our account should be considered for other projects.  Keep £750 as reserve for repairs/bulb replacement

Callum proposed a team approach to generate and spend funds in the future with a possibility of looking at external grant funding.  Callum split suggested we work in three groups to generate ideas – protocol to follow the meeting.

3.     Jan introduced a request that Renfrew should have a firework exclusion zone introduced.  Noise and disruption from fireworks throughout the area is very high.  Cllr McGuire was unsure of the process but thinks it needs to be done by end of January 2026.

Jane to follow up on how to introduce this through Renfrew Council.

Secy update – online form through Renfrewshire Council, needs completed by 30 January.  Cannot cover whole town, need to identify zones.  Community Council can action as group

 

6.     Motion 2511.02 – Procedures for Any Other Competent Business

Presented by Callum and agreed by all Councillors

 

 

7.      Date of Next Meeting

Community Council will meet on 2 December 2025 at Trinity High School.

 

Guest will be Alistair MacArthur, Director of Finance & Resources, Renfrew Council.
