MINUTES
Attending: Ian Cunningham, Gary McGuire, Callum Reid, Gavin Reynolds, Michael Shearer, Jan Bunch, Jane Williamson

Welcome to Alastair McArthur, Director of Finance & Resources, Renfrewshire Council who presented an overview of the Common Good Fund. He highlighted:
It’s a well-endowed fund
Long history, established in 1709
For the benefit of the Burgh
Fund includes property and cash assets
Some recurring payments ie Christmas Lights, Local Partnership
Community Council can apply for funding through Local Partnership when we have spent the money we currently have.
Good discussion followed
Callum extended a thank you to Alastair for his attendance and providing an excellent overview of the Fund.
Minutes from the meeting held on 11 November were approved.

Chairman Report
Callum will reduce the number of emails to members moving forward and will aim for 1 per week.
He also confirmed that the Defibrillator now has new pads which are dated till October 2028. Michael proposed identifying points where a defibrillator is needed and use current funds to support existing device and look at new boxes. Possibly apply to Local Partnership for increased defibrillator funding to cover a 5 year period.
Callum introduced Motion RCC 21512-02 Roles & Responsibilities
Motion approved, proposed Jane Williamson, Seconded Gary McGuire
Chairman introduced proposal from Gary McGuire to provide donations to Foodbank and Renfrewshire Toy bank. This was agreed and £250 to be provided to each group. Jan suggested we should donate to these groups at other times of the year and not just at Christmas.

Jane shared the details of how to apply for Firework Exclusion Zone which needs to be submitted by 30 January 2026.
Group agreed to focus on two areas, Moorpark and Kirklandneuk.
Jane to apply for FOI from Scottish Police and Scottish Fire Service to give factual evidence to support our claim
Jan agreed to support this claim by providing anecdotal evidence and any other information from the zones discussed
AOCB
Request for World Cup Fanzone. The estimated costings put this far beyond the Community Councils capabilities. To be discussed at next Renfrewshire Council meeting on 11 December.
Request for music festival. Similar to above request, too expensive and needs a larger organisation to fund. Not in the Community Council short term plan
Cleaning required for monuments and stones? Cllr McGuire can help set this up but pointed out that many of the older monuments (ie Cenotaph) cannot be power washed or have chemicals used on them as that can cause serious damage.
Cllr McGuire also highlighted he had requested Grit bins for Rannoch Drive and Kirklandneuk shops but has been advised by Council that these are not suitable areas for new bins.
Cllr McGuire has also requested painting of the railings at Alexandra Park. This had been quoted at £14,000 a few years ago but work was not done. Will be followed up again within the next few months.
Jan Bunch updated the group on her project to clean up the Parish Church Grounds. Council have agreed to supply goods to help with this. Jan highlighted that for health and safety reasons children should not be involved with this.
Jan to follow up to get permission from Council to start the work.
Callum directed the Community Councillors to the following:
Members receiving personal messages on email, What’s App and Facebook related to Community Council business should direct people to the Renfrew Community Council email to ensure it is logged and actioned
Callum will structure new operating procedures which will support this.
